About the Project

Preservation was a top priority. Original Belgian block cobblestones and granite curbs were meticulously removed, cataloged, and reinstalled by hand to match the historic streetscape, in compliance with NYC Landmarks and DOT restoration guidelines. The project also involved full-depth roadway reconstruction, new sidewalks, and coordination with multiple city agencies including DEP, DOT, Con Edison, and National Grid.

Given the dense urban setting—with narrow streets, active businesses, and ongoing residential access—the project demanded a carefully phased approach, daily inspections, and solutions tailored to site constraints. It now stands as a benchmark for infrastructure modernization executed within a landmarked urban environment.

Project Execution

This $103M joint bid infrastructure project involved the full reconstruction of underground utilities and streetscape restoration in the landmark neighborhoods of DUMBO and Vinegar Hill, Brooklyn.

  • Installation of high-level storm sewers and new trunk water mains
  • 70–75 ft cast-in-place Continuous Flight Auger (CFA) piles drilled into bedrock to address poor soil conditions and safeguard nearby historic structures
  • Removal, cataloging, offsite storage, and hand-reinstallation of Belgian block cobblestones and granite curbs to match original layout
  • Streetscape restoration in full compliance with NYC Landmarks and DOT standards
  • Full-depth roadway reconstruction and new concrete sidewalks
  • Coordination with NYCDEP, DOT, Con Edison, and National Grid for utility integration
  • Tight phasing and field-driven problem solving in narrow corridors with ongoing business and residential access
  • Daily inspection and oversight throughout construction to ensure quality and minimize disruption

This project serves as a model for delivering modern infrastructure within a historic context—enhancing long-term resilience while preserving the neighborhood’s legacy.
