As part of NYCDDC Capital Project #HWM1683, this major infrastructure initiative focused on improving sewer, water, and street infrastructure along West 33rd Street and the 11th Avenue Viaduct — supporting the ongoing development of the Hudson Yards district. The project included bridge reconstruction, utility upgrades, and elevated street grading to enhance public safety, accessibility, and service capacity.
SRE Engineering served as a construction inspection subconsultant, ensuring field compliance and quality assurance throughout critical components of the build.

This project was envisioned as a key enabler of growth in the Hudson Yards area — one of the most ambitious urban redevelopment zones in the country. With significant office and mixed-use development underway, modernizing the district’s infrastructure was essential to meeting future demands for accessibility, safety, and utility performance.
The concept centered around elevating critical infrastructure — literally and figuratively — to ensure the neighborhood’s long-term functionality, sustainability, and integration with adjacent public spaces like the High Line and Hudson Yards Park.
Work included the installation of 36" and 12" combined water mains, new sewer catch basins and manholes, and fire hydrants — improving both capacity and emergency access. The project also raised the street elevation by 15 feet to meet legal grade, supported by micropiles and new retaining walls.
A major component involved the demolition and full reconstruction of a portion of the 11th Avenue Viaduct, including installation of a new bridge deck using HP concrete and micro piles anchored into bedrock. Additional improvements included traffic signal infrastructure, new electrical service connections to nearby office towers, upgraded street lighting, and ADA-compliant sidewalk installation.
SRE’s inspection team monitored construction execution, verified quality, and supported coordination across DDC, NYSDOT, MTA, and other stakeholders.
Upon completion, the project delivered vital utility and infrastructure upgrades in a district critical to New York City’s future. With reinforced streetscapes, upgraded bridge infrastructure, and improved water and sewer systems, the W 33rd Street corridor is now better equipped to serve residents, businesses, and public agencies for decades to come.
